If the government would fulfill its goals on solar buildings, and complete the 2 billion m2 building area in 2020, besides solar space heating and other solar thermal applications, the mandatory installation policies have to be promoted and implemented with great intensity; the installation rate needs to grow at 22% annually based on 2017.
In addition to the mandatory installation policy, there are other policies related to solar building applications, including fiscal policies, financial policies, industrial policies, technology policies and market policies.
To reform urban and rural development, Zhang said the guideline includes an action plan to integrate the country's ambitious climate goals－ensuring carbon dioxide emissions peak before 2030 and realizing carbon neutrality before 2060－into the building sector.
The mandatory installation policy greatly contributed to energy-savings and emission reduction for urban buildings over the past 12 years, and fostered rapid development in the solar thermal industry, leading to an annual growth rate of more than 30% from 2006 to 2013.
The installation rate of SWH systems in urban buildings equals the areas of the buildings installed SWH systems divided by the total building areas completed in that year. Fig. 2 shows this trend: the installation rate grew between 2008 and 2012 benefiting from the mandatory installation policy and rapid urbanization.
