Empirically, we study the new energy vehicle battery (NEVB) industry in China since the early 2000s. In the case of China's NEVB industry, an increasingly strong and complicated coevolutionary relationship between the focal TIS and relevant policies at different levels of abstraction can be observed.
The battery industry involves research and development, production, sales, maintenance, recycling, and other stages of batteries. However, China’s supporting policies only involve production, sales, and recycling, lacking research and development and maintenance, which are two very important stages.
CATL accounts for 37 percent of the global EV battery market followed by FDB with 16 percent, giving China’s top two competitors alone over half the global market. (See figure 6.) The twain are followed by LG Energy and Panasonic, with 14 percent and 6 percent of the market, respectively.
In 2020, the installed capacity of NEV batteries in China reached 63.3 GWh, and the market size reached 61.184 billion RMB, gaining support from many governments. To this end, China has introduced a series of policies to support the NEV battery industry. It has achieved notable results, but some urgent problems need to be solved.
Regarding knowledge development and exchange (F2 and F3), Chinese battery enterprises have increased their R&D expenditure, leading to several technological breakthroughs as well as increasing domesticalization of the key technologies in the four core battery components (anodes, cathodes, electrolytes, and separators) (Gov.cn, 2020).
Meanwhile in battery subfields such as component manufacturing, Chinese players have achieved competitive advantages as well, and a highly robust domestic battery value chain, from raw materials, to component manufacturing, to cell and pack production, to EV application, has been formed (Industry representative 12).
