The government's EV fleet penetration target of 30% for Riyadh will be a real challenge for the world's largest oil producer, however, we see the potential for strong EV adoption in the kingdom if the local EV production and battery supply chain is established.
Based on this, and the government's new EV fleet penetration goal of 30% for Riyadh, we estimate that the city will need an EV fleet of at least 1.1mn units by the end of 2030.
In May 2021, Hyzon Motors and Modern Group announced that they have signed a memorandum of understanding to establish a new plant to produce up to 10,000 hydrogen fuel cell commercial vehicles (which are electric) annually in Saudi Arabia.
We believe that Saudi Arabia is gearing up to make a shift to electric vehicles (EVs) over 2022-2030 as the kingdom moves to attract more local EV production-related investment and adopt an EV penetration target for the city of Riyadh.
We highlight that we are also seeing growing interest in developing a local EV supply chain in Saudi Arabia, evidenced by EV Metals Group's plan to invest USD3bn in the kingdom to build a lithium and nickel processing plant (China remains the largest battery chemical refining market with over 80% of the global production).
The EV Metals group also stated that it made 15 exploration license applications in Saudi Arabia to find lithium, nickel and cobalt. Over the same period, the Saudi Arabian Mining Company - Maaden - said during a Bloomberg interview that it also plans to invest significantly in exploring lithium and nickel in the kingdom over the coming decades.
