In China, the Photovoltaic Poverty Alleviation Projects (PPAPs) take the advantages of solar energy resources in rural areas to generate stable revenue for 20 consecutive years, so as to achieve the organic integration of poverty alleviation and development, new energy usage, energy conservation and emissions reduction ( Xu & Zhang, 2018).
There are a number of poverty alleviation measures in China, one of which, the use of photovoltaic power has sparked the attention of both central and local governments due to its advantages: stability of power generation income, availability of renewable energy extension and innovation in future “energy saving and emissions reduction” measures.
This paper examines inequality in household adoption of rooftop solar photovoltaics in rural China through a qualitative study of three villages. The Chinese government promotes distributed solar to drive low-carbon development. However, community management and China’s institutional system influence unequal access.
The plan seems to be working. Last year, China installed a record-breaking 87.4 GW of solar capacity, 59% more than in the previous year, according to China’s National Energy Administration. This takes the country’s total installed photovoltaic capacity to 392.6 GW.
Currently, many of China’s eastern regions rely on power generated and transmitted from the west. In recent years, China has shifted its focus from centralized solar farms to smaller-scale distributed solar projects, as photovoltaic research continues to improve the technology and lower its costs.
Based on the above reasons, the Chinese government plans to vigorously promote the construction of photovoltaic system in rural areas, which has been included in the 14 th Five-Year Plan of renewable energy development. In the foreseeable future, rural photovoltaic system in China will achieve rapid and sustainable growth. Figure 4.
