Rooftop solar photovoltaics (PV) occupy a special place in the clean energy transition. Rooftop PV is special among small, “distributed” clean energy generators in terms of deployed scale.

By 2022, about 25 million rooftop PV systems had been installed globally, enough to power the United Kingdom for a year, far more than any other distributed clean energy generator. Being small has some special advantages.
Rooftop PV adopters in these energy communities are effectively credited for exported PV output at self-consumption rates, while non-adopters benefit from buying community rooftop PV output at lower rates than grid electricity. Energy communities provide another way for PV adopters to monetize services provided outside the home.
Partly for these reasons, rooftop PV enjoys a special public image generally more favorable than that of large-scale clean energy projects. Rooftop PV often receives special policy treatment, such as rebates or cross-subsidies that are more generous and stable than incentives for large-scale renewables.
It is observed that areas with sufficient rooftop PV capacities have moderate to inferior PV efficiency (CF ≤ 0.14), while building roof resources are scare in areas with high PV efficiency (CF close to 0.20). Such spatial inconsistency between roof resources and solar resources somehow reduces the electricity generation of rooftop PVs in China.
For example, the Chinese government launched a program to promote rooftop PV development by county and selected 676 counties as pilots in 2021 ; the European Commission announced a mandate for rooftop solar on commercial and public buildings by 2027, and for residential buildings by 2029 .
